In an ongoing commitment to protecting electronic transmission businesses, the World Trade Organization (WTO) has renewed the “Moratorium on Electronic Transmissions”. The renewal safeguards the interests of numerous small-medium businesses across the Asia-Pacific region, particularly micro, small and medium enterprises (MSMEs) in Indonesia. This decision supports their access to global technology and markets, and helps ensure a robust and inclusive digital economy.

Continued Support for the Moratorium

The Digital Prosperity for Asia (DPA), a platform for Asian digital companies, lauded the move, appreciating the WTO’s continual support for the moratorium since 1998. They have taken a proactive stance highlighting the benefits of this decision for the Indonesian MSMEs to the government through a series of letters, thereby instigating the renewal commitment until March 2026.

Impact of the Moratorium on Indonesian MSMEs

Without the presence of the Moratorium on Electronic Transmissions, the MSMEs could suffer from increased administrative and operational costs. This could stifle their growth plans and adversely impact key sectors reliant on import technologies, like the petroleum and coal industries, and online platforms. OECD Study Findings on Digital Trade Barriers

Besides the direct benefits, the absence of customs duties is also crucial in avoiding broader economic losses. A detailed study by the Organization for Economic Co-operation and Development (OECD) in 2019 revealed that these barriers could trigger wide-ranging losses overshadowing the revenue from customs duties. The findings highlighted that the economic imbalance could be 160 times the potential revenue collected for Indonesia.
